WASHINGTON – Congressman Morgan Luttrell (R-TX) and a bipartisan group of Representatives have introduced the Safeguarding Tactics and Operational Procedures (STOP) from Enemies Act of 2024 in the House of Representatives. The legislation aims to protect U.S. military training tactics from foreign adversaries by expanding the definition of aiding the enemy.
In a statement, Congressman Luttrell emphasized the importance of the bill, stating, “Protecting U.S. military training tactics from foreign adversaries is paramount to safeguarding our national security interests and maintaining a competitive edge.”
Joining Luttrell, Representative Dale Strong highlighted the need to prevent adversaries from exploiting military procedures, stating, “We cannot allow our own military tactics to be used against American service members.”
Representative Elissa Slotkin, a national security professional, stressed the critical nature of protecting defense information, especially in strategic competition with countries like China. Slotkin expressed that the legislation would ensure that current and former service members do not provide military education and training to future adversaries.
Additionally, Representative Chris Deluzio emphasized the significance of safeguarding American military training procedures, stating, “American military training procedures are top-notch, and we must protect them from our adversaries.”
The introduction of the STOP Enemies Act follows reports of a Chinese national linked with the People’s Liberation Army receiving training from former U.S. special forces and subsequently sharing that knowledge with Chinese military units. This incident underscores the necessity of legislation to prevent the misuse of U.S. military training tactics by foreign adversaries.
