WASHINGTON – Congressman Morgan Luttrell (R-TX) voted today in support of the Fiscal Year 2025 (FY25) Homeland Security Appropriations Act, a comprehensive bill aimed at securing the Southern and Northern Borders and addressing the ongoing border crisis.

"This legislation is a critical step towards securing our borders and ending the Biden border crisis that has compromised the safety and security of our nation. By funding essential border security measures, countering threats from Communist China, and rejecting Biden’s far-left agenda, we are prioritizing American citizens and upholding our nation's values,” said Congressman Luttrell. “I am pleased to have successfully included provisions in this legislation that will provide state and local cybersecurity training and infrastructure protection, establish veterinary emergency teams, and allocate funding to upgrade mission systems. This legislation not only addresses immediate security concerns but also ensures that taxpayer dollars are spent responsibly.”

Congressman Luttrell secured several provisions within the act:

- Autonomous Surveillance Towers (ASTs): Funding for procuring additional ASTs with $50.6 million allocated for sustainment to enhance border security.

- National Cybersecurity Preparedness Consortium (NCPC): Support for funding NCPC to provide state and local cybersecurity training and infrastructure protection.

- Veterinary Emergency Teams: Report language for the Federal Emergency Management Agency (FEMA) to establish veterinary emergency teams.

- DHC-8 Mission System Upgrade: $21 million allocated for system enhancement efforts.

Key highlights of the FY25 Homeland Security Appropriations Act include:

- Allocating $600 million for constructing the Southern Border wall.

- Sustaining funding for 22,000 Border Patrol agents.

- Providing $300 million for advanced border security technology.

- Allocating $822 million for transportation and removal of illegal aliens.

- Encouraging replacement of communications technology from companies deemed national security risks.

- Preventing the Department from carrying out its equity action plan or advancing critical race theory.

- Rejecting funding for electric vehicles and related infrastructure, saving $30 million.

- Prohibiting government labeling of Americans’ constitutionally protected speech as “misinformation” with termination penalties for such actions.

- Prohibiting funding for providing or facilitating abortions for ICE detainees.
