Luttrell introduces bill requiring DHS crime reports on certain parolees

Congressman Morgan Luttrell (R-TX) introduced the Criminal Illegal Alien Report Act in the House of Representatives. This legislation would require the Department of Homeland Security (DHS) to report to Congress on crimes committed by individuals who are in the U.S. under the Processes for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV), or any other grant of parole who have committed crimes, including their nationalities and ties to terrorists and transnational criminal groups.

“We cannot continue to allow our immigration policies, or lack thereof, to be a backdoor for criminals and terrorists. To effectively address the problem, we need to understand the scope of the risk,” said Congressman Luttrell. “The legislation I introduced will provide Congress with information to improve security measures and ensure that those who pose a threat to our communities are identified and dealt with appropriately. The safety of Americans is paramount and cannot continue to be disregarded by the current Administration.”

Since the inception of the CHNV parole program, there have been more than 434,000 Cubans, Haitians, Nicaraguans, and Venezuelans mass paroled at ports of entry nationwide. Some of the top airport locations aliens have flown into under CHNV include Houston, Texas; Miami, Florida; and Los Angeles, California.

Jose Ibarra, a Venezuelan national paroled into the country after being first encountered by Border Patrol in September 2022, attacked University of Georgia nursing student Laken Riley resulting in her death. Renzo Mendoza Montes was arrested for allegedly sexually abusing a 14-year-old girl in Campbell County, Virginia in January 2024 after also being paroled into the country.
