Luttrell Secures Wins, Applauds Final Passage of FY24 NDAA

Congressman Morgan Luttrell (R-TX) celebrated the recent passage of the Fiscal Year 2024 National Defense Authorization Act (NDAA) as it heads to the President's desk to become law. As a member of the House Armed Services Committee and a conferee to the NDAA Conference Committee, Rep. Luttrell played a crucial role in shaping this pivotal legislation.

"I am proud of the work we have done with the 2024 NDAA to bolster defense spending and provide essential funding for our military and national security. Luttrell's contributions to the NDAA were significant, with several of his amendments and priorities included in the final version of the bill. These include provisions such as funding for clinical trials on psychedelic therapy to treat post-traumatic stress disorder (PTSD), support for traumatic brain injury (TBI) research, and other measures to ensure a safer and stronger United States.

The 2024 NDAA encompasses various critical provisions that will have a profound impact on the defense and security of the nation. Notable highlights of the legislation include:

- A 5.2% pay raise for service members, the largest increase in over 20 years.

- Authorization for the Secretary of Defense to provide a monthly bonus to junior enlisted members to counteract the effects of record-high inflation.

- Prohibition of funding for Critical Race Theory (CRT) in the military.

- Elimination of funding for the Department of Defense's Countering Extremism Working Group, along with the implementation of a Diversity, Equity, and Inclusion (DEI) hiring freeze.

- Continuation of the prohibition on adverse action against service members who refuse the COVID vaccine, while also establishing a path for those discharged to return to service.

- Introduction of a Parents Bill of Rights to give parents of children in DoD schools the right to review the curriculum and materials.

- Reduction of wasteful programs within the Department of Defense.

Additionally, the 2024 NDAA includes several provisions championed by Congressman Luttrell. These include financial support for clinical studies on breakthrough therapies for treating TBI and other combat-related conditions, full funding for the deployment of National Guard troops in support of Border Patrol activities, backing for counterdrug activities, and measures to enhance the Special Forces' ability to fight and win.

The legislation also strengthens cybersecurity capabilities within the Department of Defense by reallocating responsibilities, imposing requirements, and increasing preparedness across the Force. It authorizes funding for hypersonic research and development, mandates a study on service member nutrition, and provides funding for various programs manufactured in Texas. Furthermore, it supports funding for military installations in Texas and includes $40 million for Special Operations Command counter-drone capabilities.

The passage of the FY24 NDAA marks a significant achievement in advancing the national defense and security agenda. With Congressman Luttrell's instrumental role in shaping the legislation, the United States can now look forward to a stronger and more resilient military force to tackle the evolving challenges of the modern world.
