WASHINGTON – Congressman Morgan Luttrell (R-TX) achieved several key successes in the House Armed Services Committee (HASC) Fiscal Year 2025 (FY25) National Defense Authorization Act (NDAA) markup, including priorities related to cybersecurity. The NDAA, an annual congressional bill providing guidance on the policies and funding of defense agencies, now proceeds to the House floor for a vote by the full U.S. House of Representatives.
“The FY25 NDAA focuses on enhancing military lethality and readiness, as it includes my provisions to evaluate the need for a Cyber Force and authorizes funding for hypersonic development, equipping our armed forces with cutting-edge capabilities. It takes decisive steps to deter our foreign adversaries, ensuring we have a nation that is fortified and safe,” said Congressman Luttrell. “Additionally, as a member of the Quality of Life Panel, I was proud to see this legislation support many of our recommendations, including a pay raise for servicemembers, increased access to childcare and additional support to military spouses, exemplifying our commitment to improving the quality of life of our servicemembers and recognizing an investment in their well-being is an investment in our overall mission."
“I’m also pleased to see this NDAA supports funding for Texas’ military installations and defense industry, demonstrating our state’s key role in our defense posture. This legislation is a win for our national security and our district. I look forward to this coming to the floor in the House of Representatives.”
Rep. Luttrell had over 40 provisions in the bill, including:
- A requirement for an independent study on establishing a Cyber Force
- Several provisions supporting continued funding for hypersonic RDT&E
- A briefing on Mexican cartels' implications for U.S. national security
- Support for various programs manufactured in Texas
- A briefing from DoD’s Chief Digital and AI Officers on efforts to support Replicator
- Encouragement for the Secretary of Defense to accelerate efforts securing DoD’s electronics supply chain from China
- Multiple measures addressing the Transition Assistance Program (TAP)
- A $20 million increase in counter-narcotics support funding across DoD
- An $80 million funding increase for cooperation with Israel
- Provisions preventing veteran suicide
